Here is a link to the Drivers and Software downloads for your Canon scanner, after you downloaded the new driver for your scanner did you install it. Also look in the Software section as there was new software released on the 18th of October.
They've replaced the Empia software with a 64 bit plugin that links to the QuickTime Player. It's the bottom link of the downloads page (the red button to the right of OS 10.15 64bit Driver ). It will see the capture device and give you an option of High or Maximum. Sep 25, 2017 The current version of the Virus TI software suite is not 100% compatible with macOS 10.15 Catalina. What does that mean? Our preliminary test with the final version, which is available since a few days show that Virus Control opens and MIDI works but audio transport from and to the Virus TI doesn't work.
At the Operating System selector Canon have not included Catalina yet so just select Mojave.

Have you tried resetting the printing system, this works for scanners too.
scroll down to the Resetting Printing System section.
Have you tried scanning through the Image Capture app in your Applications folder.
